Mission and Practice of U.S. Higher Education in Serving Scientific and Technological Innovation from the Perspective of Strategic Competition

  • 摘要: 当今世界正从“地缘政治时代”转向“技术政治时代”,中美战略竞争态势愈演愈烈。在此背景下,美国高等教育服务科技创新的角色与功能发生了根本性重构。本文基于历史演进与功能分析视角,系统考察了美国高等教育服务科技创新的演变逻辑与实践路径。研究发现,其历史流变经历了从竞争意识萌芽、安全导向确立、战略体系深化到激进重塑的四个阶段。在使命重构层面,高等教育的经济使命转向构建排他性竞争优势,政治使命异化为国家安全工具,外交使命延展为科技外交武器。在实践图景中,高校通过夯实科研根基与使命导向的科研布局、构建高端人力资本和人才蓄水池、搭建全球科技治理与联盟体系,形成了服务国家战略的系统路径。
