Japan's Educational Aids to Timor-Leste: Types of Aid, Value Orientation and Implementation Effects

  • 摘要: 自东帝汶独立以来,日本始终是其重要援助国。结合日本的援助实践与东帝汶的受援期待,可将日本对东帝汶的教育援助实践归纳为提供服务型、资源建设型与合作发展型。日本对东帝汶的教育援助呈现出服务于国家战略的政治需要取向、消减贫困的国际道义取向与拓展外部发展空间的经济发展取向。纵观长期的援助实践,日本教育援助在促进东帝汶教育恢复发展的同时,存在着援助区域分布不均衡、教育援助占比低、援助优先事项错位、援助合力有限等问题。未来,如何进一步推进高质量教育合作,实现双向共赢,是两国政府需进一步磋商的重要议题。
