The Market Orientation, Operational Logic and Affecting Factors of For-profit Private Universities in Developed Countries

摘要: 根据发达国家的营利性私立高校的市场规模来看,营利性私立高等学校绝大多数定位于两年制的职业技术学院,英美两国的少数营利性私立高校涉足硕士和博士教育。营利性高等教育市场的发展正是基于市场化的公共管理理念,提供多样化的供学习者选择的课程和职业培训,适应市场发展,大量聘任兼职教师,不重视科研投入。影响营利性高等教育发展的主要因素有市场化程度、政府的政策支持以及该国的高等教育学龄人口是否充足。Abstract: In terms of the market size of for-profit private universities in developed countries, the majority of for-profit private higher education institutions are in the form of two-year vocational and technical colleges. In the meantime, a small number of for-profit private universities offer masters and PhD programmes in the UK and the US. The development of for-profit higher education market is based on the concept of market-oriented public management, which provides diversified courses and vocational training for learners, adapts to the market development, employs a large number of part-time teachers, and pays less attention to scientific research. The main factors affecting the development of for-profit higher education are the degree of marketization, government's public policy and the sufficiency of the school-age population for higher education in the country.
