A Review of the Talent Policy of Regional University by the Approach of Connotation Development: An Analysis of the In-service Doctoral Study Policy of Six Case Universities

摘要: 由规模扩张进入内涵发展阶段后,地方高等教育师资水平越来越成为教育质量保障的关键性因素,师资中博士所占比例是衡量师资水平的重要指标之一。以关注较少的在职读博政策文本为中心,通过政策分析和深度访谈,考察地方大学教师政策的制定及实施情况,并针对已有人才政策的弊端提出改进建议,以期引起教育主管部门和地方高校对在职教师博士化工程的重视,并以此作为地方大学高等教育质量提升的突破口。Abstract: One of the key indicators to measure the quality of academic staff in university is the proportion of staff with doctoral degree. This paper analyses the policy texts of the in-service doctoral study policy and its implementation in six regional universities in northern and southern China. It identifies some shortcomings of the existing policy and puts forward suggestions for the education authorities and universities to improve the in-service doctoral study policy. The aim is to improve the overall quality of the regional universities through improving the quality of their academic staff.
