摘要

摘要: 东南亚基础教育政策引领其基础教育的生存与发展。从16世纪殖民统治至今，东南亚基础教育政策历经强迫移植主导型政策阶段、国家干预主导型政策阶段以及改革发展主导型政策阶段。东南亚基础教育政策变迁深受政治环境、经济体制与文化观念等深层结构的影响。其各阶段的基础教育政策发展因初始成本、学习效应和协同效应呈现出路径依赖的特点。国际局势的倒逼与基础教育内生的改革诉求则是东南亚基础教育政策变迁的重要推动力量。

Abstract: Basic education policies lead the survival and development of basic education in Southeast Asia. Since the colonial rule of the 16th century, the basic education policies in Southeast Asia have gone through three leading policies stages of forced transplantation, state intervention and reform with reform and development. The change of basic education policy in Southeast Asia is deeply influenced by political situation, economic system and cultural concept. The development of basic education policies in all stages is characterized by the path dependence because of initial cost, learning effect and synergistic effect. The reversion of the international environment and the internal reform demand of basic education are the important driving force for the change of basic education policy in Southeast Asia.
